To create innovative housing solutions in desirable communities for residents of diverse incomes and facilitate access to services to help them succeed.

We at INLIVIAN are proactively redefining our role in the Charlotte community and aspire to be the preferred provider of housing that is affordable for our growing population. By partnering with quality service providers for supportive services and becoming stronger financially, our hope is to become a collaborative leader who can present effective, affordable solutions to housing issues in Charlotte.

We are a non-profit real estate holding company with a public purpose. Our purpose is to provide decent, safe, housing that is affordable to low and moderate-income families while supporting their efforts to achieve self-sufficiency. INLIVIAN works hand-in-hand with quality service providers for supportive services and as a result, we continue to evolve as a collaborative leader, helping to provide solutions to housing issues in Charlotte and the surrounding area.

We do this through developing real estate, managing those assets, and providing caring case management and self-sufficiency programs.

Our Leadership

Temeka Couch

Executive Vice President of Housing Choice Voucher

Prior to joining INLIVIAN in 2023, Temeka served as the Deputy Director at the Housing Authority of Champaign (IL) County where she was responsible for the overseeing all Housing Program services, directing the administration of federally funded grant and loan programs, and managing the implementation of the agency’s strategic vision. In addition to leading as Deputy Director, Temeka had served in various capacities at multiple affordable housing agencies over the past 16 years. Her cross functional and extensive experience is equipped by her several professional housing certifications and degrees.

Temeka earned her Bachelor of Science in Politics and Government from Illinois State University and a Master of Public Administration & Policy Analysis from Southern Illinois University. She holds the following certifications: Project Based Management. HCV Homeownership, HCV Specialist, Public Housing Manager, Public Housing Rent Calculation, Developing and Managing Project Based Vouchers, RAD Project Based Standards, Family Self Sufficiency, HCV Program Management, Fair Housing and Reasonable Accommodation, and Housing Credit Certified Professional.

Kimberlie Smith

Executive Vice President of Real Estate Management

Kim Smith is a hands-on Executive skilled at maintaining the integrity of the asset while maximizing financial returns. Kim has over 15 years experience in the property management industry overseeing a large portfolio of LIHTC, HUD and market rate communities in NC, SC, GA and VA. Kim began on site in the Conventional market but soon found her passion within the affordable housing arena where larger impact could be made offering safe and affordable housing to all who qualify.

She is a hands-on leader for her team as well as colleagues, investors, agencies and owners. Kim is a firm believer in being the example you want others to follow.

In addition to Property Management, Kim brings a diverse background to the company with experience in accounting, marketing, software development and business management.

Allan Rivera

Executive Vice President of Information Technology

Before joining INLIVIAN in 2023, Allan previously served as the Director of Information Technology for the National Blood Testing Cooperative in Atlanta, Georgia and the Housing Authority of New Orleans. In the position as Director of Information Technology, he redesigned and implemented new network/systems, implementing new housing software, new ERP (JD Edwards) system and a HR system. He was responsible for developing, managing and tracking the I.T. department’s annual budget, developing infrastructure strategies, maintaining a LAN and WAN of over 200 employees, 20 servers, 20 virtual servers. He also established IT policies and procedures to support the implementation of strategies set by executive teams.

With 22 years committed to his career, Allan has experience across information systems, data management, cyber security, disaster recovery, cloud computing, systems configuration and management. This is all in addition to his associate degrees in Electronics Engineering Technology/Networking from Remington College and in Computer Information Technology from Delgado Community College plus certifications in Microsoft Azure Clous Administration, in Azure Cloud Fundamentals, IT Project Management & Cyber Security and Public Housing Management from Nan McKay University.

Cheron Porter

Executive Vice President of Corporate Communications

Cheron is an award-winning communications and public relations executive with over 25 years of experience. Her expertise and wisdom are grounded in connecting with people and translating complex information into digestible details that clarify purpose. As the Executive Vice President of Corporate Communications for INLIVIAN, Cheron is focused on educating communities on how the character of families and seniors who are less fortunate should not be judged by their checkbook, instead she believes in promoting shared values and goals as a means for changing perspectives. In addition, as a C-suite advisor and spokesperson, Cheron counsels teams through issues management and intense high-profile scrutiny by creating strategic pathways through a crisis.

Cheron holds a Bachelor of Arts degree from James Madison University, a Master of Arts degree from American University, a Graduate certificate from the University of Maryland College Park, as well as the Accreditation in Public Relations (APR) distinction. In addition to being an entrepreneur, Cheron has been a mentor for over 20 years and currently serves as the Diversity and Inclusion Chair for PRSA Charlotte and a coach for Girls on the Run.
